Fantasy notes occupy a strange corner of the hobby — legally neither forgeries nor replicas, but purpose-made collectibles with no pretense of official authority. This one, issued under the invented "Banca Fantezista a Romaniei," is the work of Romanian designer Dani Crisan, whose name circulates in small-edition novelty printing circles. Paper stock rather than polymer keeps production costs accessible and gives the piece a deliberately retro feel against the current Romanian leu series, which moved to polymer decades ago.
No central bank backing, no legal tender status anywhere. Collectible only — and valued accordingly.
