Azerbaijan's first post-Soviet banknote series was issued under extraordinary pressure — the country had declared independence in 1991 but was simultaneously fighting the Nagorno-Karabakh war, running a collapsing economy still partly dependent on Russian ruble transfers, and building monetary institutions from scratch. The 500 Manat was among the higher denominations needed almost immediately as inflation eroded the lower values into irrelevance within months of issue.
The P#13B suffix distinguishes a signature variety, a detail that matters more than it might appear: cabinet and central bank leadership turned over repeatedly during this period, and signature changes on these early notes map fairly directly onto political turbulence.
