Estonia's Treasury, not a central bank, issued this note — the Eesti Pank wouldn't open until 1920, and even then the transition of note-issuing authority was gradual. The marka itself was a provisional currency, inherited from the German occupation and repurposed for the new republic while longer-term monetary planning was still underway.
By 1928 the marka had been replaced by the kroon at a rate of 100:1, and large-denomination marka notes like this 500 were redeemed in bulk. Survivors in any condition are proportionally fewer than the lower values.
