Melilla is one of two Spanish autonomous cities on the northern coast of Africa — a territorial anomaly dating to the 15th century that Spain has held continuously longer than it has held most of its own peninsula. This 2017 issue belongs to a long-running commemorative series dedicated to Spain's autonomous communities and cities, each released through the Spanish Royal Mint (FNMT) as collector pieces with no genuine circulation intent. The silver-plated format places it firmly in the mid-tier souvenir category rather than among serious numismatic silver issues.
