Mongolia's 1998 millennium commemorative was issued two years ahead of the actual calendar turn — a common practice among smaller mints racing to capture collector spending before the market became saturated with year-2000 issues from larger sovereign programs. The Bank of Mongolia partnered with a foreign striking facility for much of its late-1990s commemorative output, as domestic minting infrastructure remained limited following the collapse of Soviet-era support structures.

KM#178 appears in relatively modest certified populations, suggesting limited original mintage or distribution confined largely to the European collector market through which Mongolian issues of this period were typically sold.
