The Guardian® platform, developed by the Reserve Bank of Australia and NPA, was marketed specifically to smaller issuers who needed low-volume runs with high security tolerances — Vanuatu being precisely that kind of client, with a population under 300,000 and limited counterfeiting pressure but real vulnerability to damage from tropical humidity.
P#18 marks a 2017 reissue within a series that NPA has held continuously since 1998, making this one of the longer unbroken printing contracts in the Pacific region.
