Burundi's 5000 Franc denomination was introduced during a period of acute political instability — the country had been under an internationally imposed economic embargo since Pierre Buyoya's 1996 military coup, which toppled the civilian government of Sylvestre Ntibantunganya. Regional sanctions severely constrained foreign exchange, making high-denomination notes both economically necessary and politically awkward to justify.

De La Rue Giori's Lausanne facility handled intaglio security printing for numerous central African issuers through the 1990s. The security thread on this series runs vertically and is visible as a continuous dark line when held to light — not the windowed type that became common on later Burundian issues.
