Cambodia's 5000 Riel note of this series was printed by Oberthur in Rennes through a period when the country was still absorbing the consequences of the 1993 UNTAC-supervised elections — the first genuinely contested vote after two decades of civil war, foreign occupation, and the Khmer Rouge years. The National Bank itself had been reconstituted from scratch in 1980 after Pol Pot's regime abolished banking entirely and physically destroyed the existing institution.
The P#46 signature variant dates specifically to 1998, the year Hun Sen consolidated power following the disputed July elections and subsequent political violence in Phnom Penh.
