Georgia's 1992 currency situation was genuinely chaotic. Following independence, the republic had no printing infrastructure of its own and remained dependent on Goznak in Moscow — the same state enterprise printing Russian Federation notes — to produce its transitional issues. This note, designated a "state loan" instrument, was part of a stopgap series intended to replace Soviet roubles while Georgia worked toward its own currency, the lari, which wouldn't arrive until 1995.

The political awkwardness of sourcing sovereign Georgian currency from a Russian federal printer during a period of active territorial conflict with Abkhazia and South Ossetia was not lost on Tbilisi. The interim coupon series that followed was printed domestically under far more difficult conditions.
