This is not a banknote in any conventional sense — Bulgaria's "8 Carp" is a privately issued novelty or fantasy piece produced around 2012, almost certainly as a satirical or souvenir item, with no connection to the Bulgarian National Bank or any legitimate monetary authority. The denomination itself signals the joke: the carp (шаран) is a fish associated in Bulgarian folklore with luck and abundance, particularly around Christmas and New Year.
The presence of a watermark on what amounts to a novelty item is worth noting — either a deliberate technical flourish to enhance the parody, or a sign it was produced by a printer with access to security paper stock.
