VEMA — Veletrgovina Maribor, a state wholesale trading enterprise in Slovenia — issued this 8-dinar scrip as an internal payment token, almost certainly for use within its own distribution network or among employees. The denomination of 8 dinara is irregular enough to suggest it was pegged to a specific transaction value: a meal, a transport allotment, a canteen credit. Yugoslav enterprise scrip of this type was never legal tender and circulated only within the issuing organization's own sphere.

Printed locally in Maribor rather than through a national facility, production quality varies considerably across surviving examples.
