This is not a recognized banknote issuer or legal tender instrument. "Slick Times" of Vista, California was a novelty and joke currency producer active in the early 2000s, printing items of this type for gag gifts and promotional use rather than for any monetary purpose. The "Governator" denomination almost certainly references Arnold Schwarzenegger's October 2003 California recall election victory.
