Not a government-issued note. "911 Dollars Vigilant" is a privately produced commemorative novelty item, almost certainly printed by one of several small American firms that flooded the market with 9/11-themed memorabilia in the two years following the attacks. It carries no legal tender status and was never authorized by the Bureau of Engraving and Printing or any U.S. monetary authority.
Collectible only as ephemera. Its value, such as it is, sits entirely in the commemorative market — not in numismatics.
