正面描述 Blank cheque form printed in red and yellow on cream paper, divided into two numbered sections (I and II) separated by a vertical rule. The left section carries the heading DOCUMENT DE ÎNREGISTRARE with fields for amount in lei, payee (Primitor), locality, county (Județul), account holder (Titularul contului), account number, and CEC branch. The right section, headed REGIM SPECIAL / Viza la C.E.C. / pentru controlul operației / C.E.C., repeats the serial number Seria H and provides fields for amount, date, payee details, authorized signatures, stamp, and Viza de control preventiv; a yellow guilloche underprint covers both sections, and the form code CEC 24.10.3 A6 t2 appears at lower right.

The Casa de Economii și Consemnațiuni — Romania's state savings institution — issued these registration documents in the immediate aftermath of Ceaușescu's fall in December 1989. The transition period created acute demand for standardized payment documentation as the banking system lurched toward reform, and CEC, which had functioned essentially as a compulsory savings vehicle under the communist regime, found itself suddenly processing a surge of withdrawals from citizens accessing funds long restricted in practice.
