This piece was struck to mark Luxembourg's presidency of the European Council, which the Grand Duchy held during the first half of 1993 — a period that coincided with the formal entry into force of the Maastricht Treaty on November 1st of that year. The ECU, still a basket currency rather than physical tender, was nonetheless being issued as collector silver by several member states throughout this period, partly to build public familiarity with the concept of a common European monetary unit ahead of what would eventually become the euro.
Luxembourg's issues in this series were produced in comparatively small quantities and distributed primarily through the mint's subscription program rather than general circulation.
