The Commonwealth Liquid Fuel Control Board was established under Australia's National Security (Liquid Fuel) Regulations of 1940, part of the emergency wartime powers assumed by the Curtin and then Fadden governments as fuel imports from the United States and Dutch East Indies became strategically precarious. Rationing formally took effect in mid-1940, making these coupons among the earliest material expressions of Australia's wartime domestic controls.
Single-gallon increments were the smallest denomination issued, intended to prevent hoarding of individual coupons and tighten administrative tracking at the bowser level.
