The Commonwealth Liquid Fuel Control Board was established under wartime emergency powers in 1940 to manage petroleum rationing across Australia — civilian access to petrol was sharply curtailed as military and essential service demands took priority. These coupons were the physical mechanism of that rationing scheme, each one redeemable for a specific fuel allocation at authorised outlets.

Small format by necessity, produced cheaply, and discarded after use. Survivors are scarce for exactly that reason.
