The zero-euro souvenir note is a French invention that has flourished since 2015, when the European Central Bank confirmed it falls outside monetary regulation — no denomination means no legal tender, no compliance headache, and no ceiling on the imagery a regional vendor can commission. Oberthur Fiduciaire prints the entire series on genuine banknote paper with the same intaglio security features used on circulating euro notes, which is precisely the point: collectors pay for the tactile authenticity.
Puy-de-Dôme at 1,465 metres is the highest of the Chaîne des Puys volcanoes, a UNESCO World Heritage site since 2018. The summit cog railway, reopened in 2012 after decades of closure, made the peak accessible again and almost certainly drove the commercial logic behind this particular issue.
