Henry IV of Windischgrätz held the march during a period of fragmented Babenberg administration, when coinage rights in the region were contested between secular lords and episcopal authorities. The Pfennigs attributed to his tenure fall within the broader Friesacher Pfennig tradition — the dominant commercial coinage of the eastern Alpine trade network — though issues from the March of Istria-Carniola occupy a distinctly subordinate position within that series, produced in smaller quantities and circulating primarily in local exchange rather than long-distance commerce.
