Factory vouchers of this type emerged across post-Soviet Ukraine in the late 1990s as a practical response to chronic wage arrears — workers were paid in scrip redeemable at the company store or canteen rather than in cash the factory simply didn't have. Zdolbuniv, a small industrial town in Rivne Oblast, housed several enterprises struggling through the same liquidity collapse that made such arrangements common throughout the region. Whether VAT 'Volyn' issued these in a single batch or across multiple payroll cycles is not recorded in the major catalogues.
