EuroSouvenir notes are legal-tender novelties in name only — issued at face value of zero, they are sold at a premium to tourists and collectors and carry no redemption obligation. Oberthur Fiduciaire prints them on genuine 100% cotton banknote stock with embedded watermarks, which gives them a tactile authenticity that separates them from ordinary souvenir paper. The format was officially sanctioned by the European Central Bank under strict design rules preventing confusion with actual euro currency.
