Souvenir euros issued under the ECB's licensed collector program carry no legal tender status anywhere in the eurozone, but Oberthur Fiduciaire produces them to the same security-paper and intaglio standards as circulating denominations — a deliberate choice that keeps the format credible rather than novelty-grade. Laurel and Hardy as a subject is an odd fit for a European issuer: Stan Laurel was born in Ulverston, England, and Oliver Hardy in Harlem, Georgia. Neither had meaningful biographical ties to continental Europe, though the duo's films were immensely popular across France and Germany through the 1930s and 1940s.
