This 2016 issue for the Musée Océanographique de Monaco was produced under Oberthur Fiduciaire's standard souvenir banknote program, which uses genuine security printing infrastructure — the same Rennes facility that produces circulating currency for multiple nations — to manufacture notes that will never enter circulation.
The Oceanographic Museum itself was founded by Prince Albert I in 1910, making it one of the older marine science institutions in Europe. Jacques Cousteau served as its director for thirty-one years.
