Libya's quarter dinar was introduced as part of a recoinage program following years of economic strain under international sanctions imposed after the Lockerbie bombing. By 2001, those sanctions were still formally in place — they wouldn't be fully lifted until 2003 — meaning the country was minting coins for a domestic economy largely cut off from international trade.
