The "Britannia Pound" is not a Bank of England issue — it's a commemorative legal tender note issued under the authority of Alderney or a similar Crown Dependency arrangement, produced outside the mainstream UK clearing system and not accepted in general circulation on the British mainland. Enschedé in Haarlem has handled prestige security printing for centuries, and their involvement here signals this was conceived as a collector instrument from the outset rather than a functional currency note.
Rudolf Cigánik is a Slovak designer with credits across multiple commemorative and bullion-linked note projects. That a Dutch security printer and a Slovak designer produced a note denominated in British pounds tells you exactly what this object is.
