Myanmar's Foreign Exchange Certificates were introduced in 1993 as part of the military government's attempt to capture hard currency from tourists while keeping the kyat insulated from official dollar exposure. Visitors were required by law to exchange a minimum amount of US dollars into FECs upon entry — the certificates traded at par with the dollar officially, but on the street the rate was another matter entirely.
The FEC system was abolished in 2003, and the certificates were demonetized. Unspent examples survived in tourist pockets more often than through any formal preservation effort.
