The Bank of Israel was established in December 1954, and this 1955 series was among its first independent emissions — replacing the notes previously issued under the Anglo-Palestine Bank. De La Rue handled the printing, as they did for a considerable number of newly independent states during the 1950s seeking internationally credible currency production.

The watermark security was modest by the standards of the period, reflecting budget constraints on a young central bank building its monetary infrastructure from scratch. Pick 25 is the lowest denomination in the inaugural series.
