Montserrat's 1997 volcanic eruption buried Plymouth — the island's capital — under meters of ash and pyroclastic debris, effectively destroying the southern half of the island and displacing the majority of the population. A decade on, the island's government was still rebuilding institutional infrastructure, which makes this 2007 pattern issue a bureaucratic curiosity more than a monetary one. Pattern coins for British Overseas Territories rarely progress to circulation, and Montserrat, sharing Eastern Caribbean Currency Authority coinage, had no independent monetary mechanism to deploy one.
