This piece was issued to commemorate the 50th anniversary of Korean independence, struck under the direct authorization of President Park Chung-hee, whose government used commemorative gold coinage as both a prestige instrument and a vehicle for foreign currency generation. Park's regime produced several gold issues through the early 1970s, most in extremely limited quantities destined for diplomatic gifts and export rather than domestic circulation.

KM#17 mintages were tightly controlled and never approached mass production figures.
