Obverse description Central field displays the Coat of Arms of Liberland, a heraldic shield divided into two sections: the upper portion bearing a tree motif on a dotted ground, and the lower portion depicting an eagle with a sun device on a diagonally hatched ground. The denomination '10 MERIT' appears in the upper legend, flanked by the split date '20' and '17' to the left and right of the shield respectively. The outer legend reads 'REPUBLIC OF LIBERLAND' along the lower rim, while a curved inscription along the upper rim bears the quote attributed to Vit Jedlicka. Below the shield, the inscription 'II ANNIVERSARY' appears, with designer initials 'VG' and 'MP' visible at the base of the shield.

Reverse description Right-facing draped bust of Thomas Jefferson dominates the central field, rendered in low relief in a neoclassical portrait style consistent with late 18th-century iconography. To the upper left of the portrait, a stylized architectural or decorative motif is visible in the field. The name 'THOMAS JEFFERSON' is inscribed in a curved legend above the bust. The outer rim carries two inscriptions: along the upper arc the quotation 'I like the dreams of the future better than the history of the past', and along the lower arc the birth date '13 April 1743', both framing the portrait.

Liberland — the self-proclaimed micronation occupying a disputed sliver of land on the western bank of the Danube between Croatia and Serbia — declared independence in April 2015, exploiting a territorial ambiguity left unresolved after the Yugoslav succession. Its coinage program exists almost entirely as a collector and promotional exercise; no circulating economy has ever operated there. This piece is a specimen test planchet, struck to evaluate the silver plating over a zinc alloy core before committing to a production run that, for all practical purposes, never materialized into general use.
