Samoa has issued commemorative silver rounds under its own authority since the late 1970s, but the ginkgo series belongs to a wave of collector-targeted bullion struck largely for the European and Asian secondary markets rather than domestic circulation. The Central Bank of Samoa functioned here essentially as a licensing authority — the coins are legal tender in name, with no expectation of ever seeing a Samoan till.
