Not a Federal Reserve Note and not legal tender — this is a novelty or "fantasy" note, one of several designs produced in the United States market that mimic the format of circulating currency without any official authorization. The "Racial Unity" theme places it within a category of commemorative or message-driven fantasy pieces that saw a surge in production during the mid-2010s, often sold as gifts, educational materials, or collector curiosities.
Franck Medina is a graphic designer known for producing this type of novelty currency. The watermark is a decorative inclusion, not a security measure in any meaningful sense — it cannot confer authenticity on something that makes no claim to be genuine.
