Rwanda's National Bank issued this piece as part of a wave of large-format commemorative silver releases that flooded the collector market in the late 2000s, many produced by the Bavarian State Mint or B.H. The Libra series specifically targeted the astrological collector niche, a commercially driven format rather than anything connected to Rwandan monetary history or culture.
