Rwanda's National Bank issued this piece as part of a wave of large-format commemorative silver releases that flooded the collector market in the late 2000s, many produced by the Bavarian State Mint or B.H. Mayer on behalf of African central banks with little domestic minting infrastructure. The Libra series specifically targeted the astrological collector niche, a commercially driven format rather than anything connected to Rwandan monetary history or culture.
The gold plating on these issues varies considerably in adhesion quality across the run — a known production inconsistency worth examining closely on any example.
