Vietnam's Ministry of Finance — rather than the State Bank — issued paper currency throughout much of the subsidy-period economy, a structural arrangement that reflected the government's direct administrative control over monetary supply during the pre-Đổi Mới years. This 1987 note predates the sweeping economic reforms announced that same year, which would eventually transfer issuance authority and expose the full scale of the inflation crisis that had made denominations like this one necessary in the first place.

Hyperinflation in the late 1980s rendered the 1000 Đồng nearly worthless within a few years of printing.
