Samoa's bullion and collector silver program has leaned heavily on marine-themed issues since the 2010s, targeting the Pacific rim collector market where such subjects carry obvious regional resonance. The seahorse series in particular was produced by the Mint of Poland on behalf of the Central Bank, part of a broader wave of sub-$50 face-value silver issues that Samoa — like Niue, Palau, and Tuvalu — licences out to European mints for global distribution.
The face value is nominal; no 2 Tala coin ever meaningfully circulated in Apia.
