| Description de l’avers | The obverse carries a letterpress-printed vignette at left depicting the market square of Ober-Wölbling with a tall column monument surmounted by a figure set before a row of arched buildings, enclosed within a decorative ruled border. To the lower centre, the circular municipal seal of the Marktgemeinde is impressed. The denomination '20 HELLER' appears in bold type at right within a plain panel, with the issuer title 'KASSENSCHEIN DER MARKTGEMEINDE OBER-WÖLBLING' in large block letters across the top. Three facsimile manuscript signatures appear at the base under the respective titles 'DER VICEBÜRGERMEISTER', 'DER BÜRGERMEISTER', and 'DER GESCHÄFTSFÜHRENDE GEMEINDERAT'. |

The series designation 'Serie 3' appears at upper right. The text body guarantees payment backed by all movable and immovable assets of the commune, states acceptance until 31 December 1920 and redemption in legal tender between 16 and 31 December 1920, followed by a counterfeiting warning. The printer's imprint 'Buchdruckerei Herzogenburg' appears at the foot. |

Ober-Wölbling is a small market commune in Lower Austria, and like hundreds of similar municipalities it resorted to printing its own emergency fractional currency during the severe coin shortage that gripped Austria from 1914 onward. These Heller notes — Notgeld in the strict sense — were a local stopgap, accepted only within the issuing community and generally redeemed once federal coinage returned to circulation. The Buchdruckerei Herzogenburg was the nearest practical press, a regional job printer not a specialist security printer, which shows in the utilitarian execution.
