The denomination '20 HELLER' appears in bold type at right within a plain panel, with the issuer title 'KASSENSCHEIN DER MARKTGEMEINDE OBER-WÖLBLING' in large block letters across the top. Three facsimile manuscript signatures appear at the base under the respective titles 'DER VICEBÜRGERMEISTER', 'DER BÜRGERMEISTER', and 'DER GESCHÄFTSFÜHRENDE GEMEINDERAT'. |

Ober-Wölbling is a small market commune in Lower Austria, and like hundreds of similar municipalities it resorted to printing its own emergency fractional currency during the severe coin shortage that gripped Austria from 1914 onward. These Heller notes — Notgeld in the strict sense — were a local stopgap, accepted only within the issuing community and generally redeemed once federal coinage returned to circulation. The Buchdruckerei Herzogenburg was the nearest practical press, a regional job printer not a specialist security printer, which shows in the utilitarian execution.
