Cheserem's appointment as CBK Governor in 1993 came as Kenya was under significant IMF and World Bank pressure over governance reforms — aid had been suspended in 1991, and the central bank itself was implicated in the Goldenberg scandal, a fraudulent gold and diamond export scheme that cost the country an estimated 600 million US dollars. This note circulates from within that turbulent period, signed by a governor brought in partly to restore institutional credibility.
Thomas De La Rue's watermark security on this series was relatively modest for the mid-1990s, and the 20-shilling denomination was later replaced by a coin in 1998.
