Israel's 1949 coinage was struck at the Utrecht Mint under considerable urgency — the new state needed a functioning currency within months of its declaration. The 25 Pruta was among the first denominations produced, and specimen strikes from this inaugural series are notable precisely because the young government had no established minting infrastructure of its own, making Utrecht's involvement both practical and politically loaded given the Netherlands' own recent emergence from occupation.
