Obverse description A centrally positioned pendant bunch of grapes hangs from a curved vine branch, rendered in high relief against a flat field. The Hebrew legend ישראל arcs across the upper portion of the coin, while the Arabic legend اسرائيل curves along the lower portion, both reading the country name Israel. The design is contained within a beaded inner border running the full circumference of the coin. The grape cluster motif is a traditional symbol of the Land of Israel, referencing the biblical account of the scouts returning from Canaan.

Reverse description The numeral '25' is prominently displayed in large Latin digits at the center of the field, beneath which the Hebrew word פרוטה (Pruta) appears, followed by the word SPECIMEN in Latin capital letters, and the Hebrew date תשט (5709 / 1949) at the base. The central inscriptions are framed on either side by a symmetrical wreath of olive branches, tied at the bottom with a small dot ornament. A beaded border runs the full inner circumference of the coin. Israel's 1949 coinage was struck at the Utrecht Mint under considerable urgency — the new state needed a functioning currency within months of its declaration. The 25 Pruta was among the first denominations produced, and specimen strikes from this inaugural series are notable precisely because the young government had no established minting infrastructure of its own, making Utrecht's involvement both practical and politically loaded given the Netherlands' own recent emergence from occupation.
