Wejherowo passed briefly through several administrations in the years around 1920 — German until the Versailles settlement, then incorporated into the newly reconstituted Polish state as part of Pomerania. This note was issued by the district office during that transitional period, when local authorities across the region were filling a genuine void left by the withdrawal of German reichsmark currency and the incomplete rollout of Polish marks by the central government in Warsaw.

District and municipal notgeld of this type was a stopgap, not a policy. The issuing authority had no banking function; it simply had a pressing need for small-denomination scrip and the administrative standing to put it into local circulation.
