Pakistan's decimalization program launched in 1961, replacing the anna-based system with paisa denominations. The 3 paisa had an awkward place in that scheme from the start — an odd subdivision with limited practical utility — and pattern strikes from 1966 suggest the denomination was being reconsidered for production feasibility before any commitment to full mintage.
Whether this ever reached circulation is the operative question. It did not.
