Vahid Xeyriyyə Cəmiyyəti — the Vahid Charitable Society — issued product cheques during the acute consumer goods shortages of the early post-Soviet period in Azerbaijan. These were not banknotes in any central bank sense but quasi-monetary vouchers, circulating locally as entitlement instruments redeemable against specific goods rather than cash. The 1994 date places this squarely in Azerbaijan's most turbulent monetary years, when the manat itself had only just replaced the Russian ruble and hyperinflation was eroding purchasing power fast enough that 30,000 units represented a meaningful face value for only a short window.
The single signatory, Haci Hüseynağa, identifies this as the product of a small, religiously inflected charitable organization — "Haci" denoting a completed Hajj pilgrimage.
