Ultramar Ltd., the Canadian petroleum retailer, issued gift certificates in dollar denominations as part of promotional campaigns during the late 1990s and early 2000s — a practice common among fuel retailers competing for customer loyalty before dedicated prepaid card infrastructure became ubiquitous.
