Montenegro's decision to establish its own paper currency came late — the kingdom had relied on Austrian and Serbian coins well into the twentieth century. The Perpera series of 1912 was printed just as the First Balkan War began, with Montenegro among the first to declare against the Ottomans in October of that year. Whether any portion of this issue reached circulation before the wartime disruptions took hold is genuinely uncertain.
Union Française was a minor Paris house, not one of the prestige security printers of the period, and the quality of the paper stock reflects that. Known examples show accelerated foxing and brittleness along the folds — a recurring condition problem specific to this series rather than a function of heavy use.
