Sakha (Yakutia) has no legal authority to issue currency — monetary policy in the Russian Federation is an exclusive federal competence under the 1993 Constitution. These pieces, produced by several Russian republics and regions in the early 2010s, occupy a legally ambiguous category: not recognized as circulating tender, not officially commemorative, yet sold and sometimes used locally as if they were.
