The Eurafrique program was a short-lived cooperative development initiative linking the European Economic Community with associated African states under the Lomé Convention, signed in February 1975. Senegal issued this coin the same year, positioning it squarely within the optimism of that first Lomé agreement — a moment when genuine multilateral economic partnership between Europe and sub-Saharan Africa seemed politically plausible.
Most of the Eurafrique commemorative silver issues from Francophone West Africa were struck at the Paris Mint on contract, with mintages kept deliberately low for the collector market rather than circulation.
