The Tallinna Arvekoda was not a bank. It was Tallinn's municipal clearing house, and its 1919 emergency issues filled a genuine vacuum — the newly independent Estonian state had not yet established a functioning central bank, and the German Mark-denominated occupation currency was being withdrawn. Local institutions stepped in to keep commerce moving.
Pick lists this as printed in Estonia, which almost certainly means a local print shop rather than a specialist security printer. The infrastructure simply wasn't there yet.
