The "Arctic Territories" has no existence as a sovereign or administrative entity — this is a privately issued fantasy note, produced for the collectibles market rather than for any governmental or monetary authority. The King eider designation and "Polar Dollar" denomination are entirely invented. No central bank, no issuing government, no legal tender status anywhere.
Polymer substrate and holographic foil strip are real security features borrowed from legitimate currency production, which is partly what makes fantasy notes like this marketable to casual collectors unfamiliar with the distinction.
